One of the main objectives of the Dubai Police Headquarters, represented by the General Administration of Punitive Institutions, is the development of human resources and the refinement of potential talents that many inmates possess, with the aim of "Rehabilitation and Immunization, not Laboring and Humiliation". The Punitive Institutions are set to take on this challenge, in accordance with the principle that humanity is not taken away from the individual, as soon as he entered the prison. Hence, they have prepared the studies and specialized programs, in vocational education, starting with the preparation of the appropriate place and ending with the provision of machineries, tools, and supplies. Thus, giving the inmate the proper vocational rehabilitation and refining his behavior of the post-release, as possibilities permit, with the aim of integrating him into a society filled with new ethics and a profession that could help him earn his living in lawful manners. In this view, he would be helping the society, by providing his services, and benefiting himself with lawful living, in return of his profession. In sum, vocational education is the best way for those who have missed the chance of education that immunes them from criminal behavior. The legislature authorized the employing of the prisoners, with their approval, and paying them, while they are not obliged to work, and allowing them to practice their legitimate hobbies or occupations, within the institution, without being inconsistent with the law.
