This Department is the main core of other departments and sections of criminal investigations. It represents the backbone of security work carried out by the Dubai Police General Headquarters. The Department seeks, via the efforts exerted by its employees, to excel in performing the role entrusted to it with respect to spreading security and stability, and in disseminating a sense of reassurance. These things are the prop of prosperity and economic growth that the country is witnessing now.
In view of what the developments of security require of understanding and awareness of the changes, in social, economic, political and legal variables, the Department had to continue to carry out the tasks entrusted to it and develop programs and plans and flexible strategies that are compatible with those changes and to achieve its security and future objectives, according to the following guidelines:
The Mission of the Department
1. Utilizing all available means to prevent crimes.
2. Detaining outlaws and providing conviction evidence in accordance with the regulations and legislation in force in the country.
3. Maintaining security and stability, and sustaining regulations and legislation.

The Tasks of the Department
These comprise controlling crime in all forms, following the ways it develops, and utilizing all means to prevent it, and to achieve social stability. These can be summarized in the following ways:
1. Dealing with daily insignificant crimes (quarrels, cursing, defamation, etc.).
2. Dealing with crimes of a dangerous nature, (murder, rape, armed robbery, kidnapping, etc.).
3. Dealing with organized crime (drugs trafficking, money laundering, internationally wanted criminals, etc.).
4. Social services, such as lost and found, certificates of good conduct, licenses of all kinds, etc.).
5. The use of scientific evidence (forensics, fingerprints, documents, fires, chemical analysis, firearms, etc.).
6. Using the aid of identity recognition means (fingerprints, DNA, criminal records, etc.).
7. Using crime prevention methods (guidance, orientation, follow-up, statistical projections, periodicals, etc.).

The objectives of the Department can be summarized as follows:
