The nature of police work casts a shadow on the organizational structure, on the pattern of administrative communication, and on the structure of centralizing certain types of decision-making. That makes the workload to be largely concentrated on some administrative units, especially those that have transaction functions to be submitted to the higher authorities, to explore their view, towards certain issues, and follow-up on their actions and decisions.

The Department of Administrative and Subjectivity Affairs, due to its organizational structure and the its functions, is considered a primary liaison between the various police units and their personnel and units of outside society, on one hand and the police command on the other hand, as in relation to the completion of transactions and decision-making.

Well-ordered work, achieving the required administrative control, as well as police administrative leadership, which allows police to take action on important and significant transactions, as appropriate and in timely manner, for the General Department of Administrative and Subjectivity Affairs to develop enough level for achieving the desired effortless and enhanced effectiveness.

Since 1990 and periodically, Dubai Police held a series of conferences, symposia, seminars, and training courses, through which it presents the best of the latest methods and techniques that can be used to develop the police force, raising the efficiency of security performance. The first scientific conference for the development of policing, which was devoted to the subject of quantitative input from the Police Department, which was held in 1991, a working paper for one of the working citizens researchers, in Studies Research Center of the Dubai Police, entitled (Paperless Management). That research paper explained the role that can be played by the great development, achieved in the fields of telecommunications and computers, to bring about a qualitative leap in the system of messaging, administrative correspondence, and applying of police decision-making.

The ideas Contained in this paper have won the admiration and the conviction of all the audience. The paper, then, was re-examined, with more depth of understanding, and was ordered to examine the potential for its application in the General Department of Administrative and Subjectivity Affairs (as an administrative experiment) to be circulated if successful.

Detailed studies have been prepared, preliminary actions and advance preparations were taken, in addition to the necessary funds and training of human resources, were all set, for the actual application of the experiment, from the beginning of 1999. The experiment was highly successful and highly rewarding, making it eligible for the Silver Award of the International Electronic Course, in 2000, at the level of the continents of Asia and Africa.  The Dubai Police was the only party that has run for the final competition for these awards that are granted by the Organization of the International Union for the Electronic Course, based in Copenhagen.

The experiment of (Paperless Management) was considered an important step and an early starting point, in the process of transition towards e-government. That transition is the modern legislation, adopted by and sponsored by His Highness Sheikh Mohammad bin Rashid Al Maktoum, Crown Prince of Dubai, Minister of Defense, and Chief of Dubai Police and Public Security, to cross the gate of the third millennium, with confidence and promising hopes.

The experiment of (Paperless Management) that was implemented by the Dubai Police, has achieved a great success and a tremendous reward. It has been the subject of local and international appreciation. This experiment has proved that the police forces - although with different nature of the work and style of management - can develop their performance rates, which not only makes them keep pace with business enterprises, which is flexible and dynamic, but also to be distinguished and superior to those enterprises.
